He graduated from the Department of Public Administration at Korea National Open University and earned a master's degree in public administration from Yonsei University's Graduate School of Public Administration.
In the 19th National Assembly election, he ran as a candidate of the Democratic United Party, now the Democratic Party of Korea, in Gongju, South Chungcheong Province, and was elected to the National Assembly for the first time. He failed to win in the 20th and 21st National Assembly elections. However, in the 22nd National Assembly election in 2024, he ran as a Democratic Party of Korea candidate in the Gongju-Buyeo-Cheongyang constituency in South Chungcheong Province and won a second term as a lawmaker.
After serving as head of the Democratic Party of Korea's Strategic Public Relations Headquarters, he became the first presidential spokesperson of the Moon Jae-in administration.
He served as chief of staff to National Assembly Speaker Moon Hee-sang, then became the inaugural chairman of the Korean Committee for UN-Habitat and chairman of the Democratic Party's Public Relations and Communication Committee before returning to the presidential office as Senior Secretary for Public Communication.
After being appointed chairman of the Special Committee on Balanced Growth under the Presidential State Affairs Planning Committee, he explained the Lee Jae-myung administration's blueprint for managing state affairs.
