Choi won re-election as a lawmaker from the Democratic Party camp in Busan's Saha A district, an area widely regarded as a conservative stronghold. After experiencing three electoral defeats, he served as a member of the 20th and 21st National Assemblies. He was defeated in the 22nd general election.
He entered politics as an aide to former President Roh Moo-hyun. During the Roh Moo-hyun administration, he concurrently served as Deputy Presidential Spokesperson and Presidential Secretary for Domestic Media Affairs at the Blue House.
He later served as Vice Chairman of the Regional Balanced Development Policy Committee under the central election campaign committee for Moon Jae-in, the Democratic Party's presidential candidate, and as Chief of Staff to the central election campaign committee for Lee Jae-myung, the Democratic Party's presidential candidate.
In the National Assembly, he actively advocated for issues related to the Busan region and balanced national development, including the Special Act on the Gadeokdo New Airport.
In January 2026, he was appointed President and CEO of the Korea Housing & Urban Guarantee Corporation (HUG).
